Immovable Property Return (IPR)
In terms of Rule 16(2) of All India Services (Conduct) Rules, 1968, every member of the service shall submit his/her Immovable Property Return (IPRs) in the prescribed form by 31st January of every year in respect of the previous year ending 31st December.
In this regard Department of Personnel and Training (DOPT) has issued guidelines on 29.10.2007 on grant of vigilance clearance to All India Service Officers and which was subsequently amended on 7.9.2011, wherein it has been clarified that vigilance clearance shall be denied to an officer if he fails to submit his Annual Immoval Property Return (IPR) of the previous year latest by 31st January of the following year.
Note:-Filing of Immovable Property return (IPR) under Rule 16 of the All India Service (Conduct) Rules, 1968 by all IPS officers is mandatory. IPR is required to be filed latest by 31st January of every year in respect of the previous year ending 31st December (Indicating the status of Immovable Property as on 1st of January of the respective year).
